Data Quality Campaign Quarterly Issue Meeting – Data Governance Changing Culture, Breaking Down Silos, and Deciding Who is in Control.

The amount of and demand for high quality, accessible education data is increasing. Also, the type of information and the roles and responsibilities of data managers are changing as states shift from collecting and reporting aggregate data to student-level longitudinal information. These changes underscore the importance of developing a data governance strategy- a consistent network of data infrastructure and business processes that address issues around ownership, access, and protection of the data. Without established governance guidelines, data silos persist, turf issues remain, and data-based decision-making is inconsistent. Although data governance involves creating a unified Information Technology plan, coordinating the people, processes, and technology is equally important. Please join us to hear from K-12 and higher education leaders who are working to develop a data governance program that unifies the people, processes, and technology to institutionalize and facilitate student-level data-based decision-making.

LEARNING MATTERS - CALIFORNIA SCHOOLS: AMERICA'S FUTURE. New 1-Hour Special Now Airing: California Schools

California Governor Arnold Schwarzenegger is scrambling to avoid $4.8 billion in potential cuts to public school funding. His controversial plans—more borrowing, an expanded lottery, and a possible tax hike—hinge on lawmakers' approval. It's a sharp comedown from 2007, when the Governor announced his intention to make 2008 "the year of education in California."

Unfortunately, it's not the first time California's public schools have been on the brink. California Schools: America’s Future traces the roots of the current crisis, providing viewers with the context to inform their positions today.

This new program updates our 2004 documentary, First to Worst, about the history of California public schools. Four years later, is it possible that the largest school system in the country—educating one of every eight schoolchildren —is worse off than ever?

Bruce Fuller is a Co-director of PACE and a Professor of Education and Public Policy at U.C. Berkeley. The number of California schools that are subject to sanctions under state and federal accountability policies is steadily growing as is the number of interventions aimed at improving their performance. In this seminar Fuller will convene a panel to discuss current strategies in California for improving the performance of low-performing schools, and their prospects for success.

Why

CSSP believes that improving educational outcomes for California students by ensuring that all students are well prepared for post-secondary education and the world of work is the best thing we can do for our children and our state. Getting From Facts to Policy: A California Education Policy Convening

Forum Provides a Platform for Key Stakeholders to Discuss Current and Future California Education Policy

ATTENDEES: Over 350 individuals are registered, representing over a hundred organizations or affiliations: K-12 superintendents, California Business Roundtable and CA Chamber of Commerce, California Teachers Association, school board and parent leaders, research and policy organizations, state legislators and other government officials, and more. They are all leaders in their field, and the organizations and affiliations they represent are very broad in their missions and perspectives.

Submitted Policy Briefs

We received 50 different six-page policy briefs from about 45 different groups. These briefs raise issues that the individuals submitting them think are most important for improving student academic outcomes in California.

All policy briefs and recommendations were research and evidence based, drawing from the Getting Down to Facts portfolio of studies released last spring as well as from other good sources of data and evidence available.

All Briefs have been incorporated into a spiral bound Convening Book which will be shared with all Convening attendees on the 19th. It will also be hand delivered the next week to all legislators, and mailed by EdSource that same week to an additional group of 50 or so state government leaders in various departments in the executive branch. And, all the Briefs will be posted after the convening.

PROGRAM

Most of these briefs will be presented in the twelve breakout sessions that will occur at the Convening in the morning, after a keynote presentation by Carl Guardino, CEO of Silicon Valley Leadership Group.

Over lunch, Ted Mitchell, Chair of the Governor's Committee on Education Excellence, will share the status of their recommendations to the Governor and the major policy reforms they have been deliberating.

Following a brief presentation that synthesizes the 50 policy briefs submitted for the convening, a Plenary Panel discussion among state policy leaders will take place to get their reactions to and thoughts about the recommendations being made. The education policy strands expected to get the most focus include school finance and governance reform, accountability, education data systems, and teacher and administrator capacity building.

Within a week after the Convening we will post web streaming of the plenary sessions of the Convening.

Convening Objectives

EdSource is an independent and impartial nonprofit organization, and is hosting this Convening to gather into one place on one day a significant number of research based policy recommendations, in order to "promote thoughtful decisions about California's public school system." There will be no attempt at this Convening to get attendees to reach consensus on the problems or the solutions.

The objectives for EdSource of this Convening include 1) getting the attention of state policymakers this fall to ensure they are aware of how important the next wave of education reforms are to California's students and the state's many K-12 stakeholders; and 2) providing these state policymakers with a robust resource—the Convening Book of your research based policy papers and recommendations—for their consideration and use as they begin to deliberate and develop priorities and legislation; and 3) providing a vehicle for the attendees to come together in one day to share and hear education policy ideas and concerns and to identify others they may want to work with in the coming months.
